Identification

The need for a Community Development Project (CDP) for the estates of Shanganagh, Rathsallagh and Clifton was identified in 1997 when a whole area application was submitted by the Southside Partnership to the then Department of Social Welfare. 

Since the area has been designated as a RAPID area more of the agencies then took an active role in the development of the community. This active roll continued and further consolidated the Community Development Project, with the ethos of a community development practice, for equality and inclusion that supports the voice of the community and encourage new community volunteers.

History & Development of Project

Shanganagh received approval for funding of a CDP in 2004, and the Management Committee began planning for the Community Development Project. Due to change in Government policy, CDP’s could not be set up as legal entities and had to be hosted by an existing CDP, so negotiations began to find a host organisation. 

In January 2005, after much consideration, Southside Women’s Action Network (SWAN), a local Women’s Network CDP, agreed to host Shanganagh CDP, and so Shanganagh Community Development Project became a reality.
In order to further strengthen the links and co-operation between the two CDP’s, Shanganagh CDP and SWAN are represented on each Board by members of their respective Boards of Management.
In June 2006, a coordinator was appointed, and work began on implementing the work plan.

Profile of Shanganagh CDP

The Shanganagh Rathsallagh Estates, which consists of Rathsallagh, Shanganagh Cliffs, Clifton Park and Shanganagh Woods, are situated north of Shankill Village and are bordered by the Irish Sea to the East, the Shanganagh Road to the West and the Shanganagh River to the north. They are local authority housing estates built by Dublin County Council in 1976. The residents of the Estates come from many of the housing estates in the, now, Dun Laoghaire Rathdown County Council area. The majority of tenants have lived in the estates since 1976. There is a mixture of three bed-roomed/two storey family houses and one bed roomed bungalows primarily for elderly people.

Consultation

Since June 2006, when our Coordinator was employed, there have been a number of consultations with agencies and other services in the Shankill area. These include: Draiocht, Local schools and Churches, Gardai, Southside Partnership, Integrated Local & Community Development (ILCD)

We also consulted with the following community groups:

Community Platform, Dundrum Youth Service, Youth Task Group and Capacity Building Task Group, Children’s Hope, Strategic Planning Action Network(SPAN), Rathsallagh/Shanganagh/Clifton Estate Management Forum, Local TD’s and Councillors,
RAPID (Revitalising Areas by Planning, Investment and Development),
Dun Laoghaire/Rathdown County Council, Community Department & Community & Enterprise Department, Shanganagh Park House, STAG (Southside Travellers Action Group).

And other Local CDP's; Southside Women’s Action Network (SWAN), Ballybrack CDP, Loughlinstown CDP, Holly House CDP, Mountwood/Fitzgerald Park CDP,

Consultations with all of these community organisations identified the need for Shanganagh CDP to work with groups such as: Youth, Women, Men and Elderly.

Shanganagh CDP Management Committee:

Shanganagh CDP will have a committee consisting of, Chairperson, Secretary and Treasure, and at least five other members representing various local groups. A full time Coordinator will be employed and the committee will appoint part-time staff when the need arises and funding is available.
